DVLA MADE £9 MILLION SELLING DRIVERS' DETAILS

The Driving and Vehicle Licensing Agency (DVLA) has made more than £9 million by selling motorists' personal details, it was revealed yesterday.

For £2.50, private clamping and car parking firms can buy the personal records of any motorist caught staying too long on their property.

The government body has extracted £9 million through the practice since 2002.

Last year alone, the DVLA pulled in £3.7 million by selling the names, addresses of more than 1.3 million registered vehicle keepers to private firms.

Armed with these details, along with vehicle registration marks, makes, models and colours, companies can then issue fines of up to £170 for breaching parking rules.

MPs called yesterday for an immediate ban on the "appalling" practice.

Mike Hancock, MP for Portsmouth South, said: "I think the figures are outrageous. I don't think they should be allowed to sell people's personal details and I think the Government should step in now to stop it.

"This is an alarming trend where people's information is being used to make profits. It's an utter disgrace."

There are two ways in which private companies can obtain personal information on motorists through the DVLA.

They can apply in writing for an individual's details, stating why they need them, and pay a £2.50 fee.

But the DVLA, which keeps records of 38 million drivers, has also made it easier for firms to access the information by paying a £3,000 fee to view its database online.

Parking firms that use the DVLA database to fine drivers are collectively raking in profits of more than £6 million a year.

Mark McArthur Christie, the policy director for Forward, a transport think tank, said: "I think that people's data is extremely sensitive.

"Private companies are not as careful with information as they possibly should be."

The DVLA says it has a legal responsibility to provide the information to anyone who has "reasonable cause" to need it.

This includes prevention of crime and upholding road traffic regulations. It also hands over information to local councils, police, private firms and even members of the public.

Karen Joseph, a DVLA spokesman, said the agency took its duty under the Data Protection Act "very seriously" and that each request was considered on merit.

She said: "The release of information to private car parking companies does not contravene the Data Protection Act.

"The Information Commissioner is aware that information held on the vehicle record may be used in this way and he has issued guidance."

Richard Kitchen, the DVLA's policy director, also defended the selling of motorists' personal information.

He said: "When a member of the public drives a car, there is a deal, and that is that they have to comply to road traffic regulations. If you do not, then you pay a penalty. You are parking on somebody else's land."
