'FAT CAT' EX-DVLA BOSSES PROBED DVLA managers who took generous early retirement packages have been re-hired as consultants earning up to £800 a day, it has emerged. The revelations - and claims the retirement packages included a lump sum of three years' pay - have sparked calls for answers from senior agency bosses. The UK Government is to carry out a review into the affair, and South Wales West AM Peter Black said it was almost certain to be raised by Assembly members. Mr Black, who lives in Swansea and is a member of the Assembly All-Party Group with the PCS union, said: "Clearly this has upset a large number of employees at the DVLA. "I think management there need to provide some answers as to why these practices are being followed, and why employees who have taken early retirement are engaged at these sort of rates." Mr Black added: "I am very concerned that the people who run large civil service departments like the DVLA are accountable and are responsible for the proper management of taxpayers' money. "It is vital that they answer for what seems to be a waste of taxpayers' money." It is claimed that the DVLA has been offering a voluntary retirement scheme, under which staff over the age of 50 with adequate service could retire with a lump sum of three years pay, with pensions topped to the maximum and three months' pay. A DVLA whistleblower claimed about 20 had been brought back as consultants, earning £600 to £800 a day. Jeff Evans, senior national officer for the civil service union PCS, said: "Government departments, including the DVLA, have reduced staffing to meet Government targets. "Many of the cuts have increased workloads for the staff that remain. "It cannot be right, in these circumstances, to reengage ex-staff as consultants at inflated wages." A DVLA spokeswoman said: "DVLA is committed to ensuring our work is undertaken in the most efficient and cost-effective manner. As part of this, a fundamental reorganisation has taken place to streamline and improve our management structure. The vast majority of DVLA's work is carried out by full-time, permanent employees. However, as with many organisations in both the public and private sectors, in some cases we have recruited specialist, short-term support to ensure specific projects are completed in the best possible and most cost-effective manner. Currently, eight former employees are undertaking short-term work like this. There are stringent Government procurement rules in place which control the letting and running of contracts such as this.
