DRAGON NUMBER PLATE MOVE ‘WASTE OF TIME’

A BID to win drivers in Wales the right to display the Red Dragon on their number plates came under fire last night.

Plates bearing the Welsh flag may be an increasingly common sight on the nation’s roads today but they are illegal.

Drivers risk up to £1,000 for carrying the banner and an Assembly Member now wants gaining new powers from Westminster to reverse this ban to become a Senedd priority. Plaid Cymru’s Janet Ryder said government had a duty to defend constituents’ rights.

But Kirsty Williams, the Welsh Liberal Democrats’ transport spokeswoman, branded the plan a waste of Assembly time.

She said: “AMs who aren’t in the Government have just a few opportunities each Assembly term to put forward their own legislation. I’m amazed that this is the most important thing Janet Ryder could find to do.”

She added: “In practice, the authorities already turn a blind eye to this, so anyone who wants to fly the flag on their number plate can do so. At a time when Wales has shocking levels of child poverty, when the economy is in such a state that two thirds of the country qualifies for European aid, and too many of our young people are leaving school with no qualifications, I am stunned that this [Legislative Competence Order] bid is being made a priority.”

Victoria Winckler, director of Tredegar-based think tank the Bevan Foundation, said there were more important powers the Assembly could seek. She said the Assembly should aspire to have greater control over the welfare system and energy policy.

But Ms Ryder said: “Obviously, everyone will have different views of what a Government’s priorities should be. This is not in the same league as nationalising banks, but this should be put right.”

The AM was prompted to take up the cause when a constituent was told she was in danger of prosecution.

She said: “She was concerned both about the possibility of breaking the law but also the unfairness that we are legally unable to display the Welsh dragon on our cars.”

Armed with a letter of support from the Chief Constable of North Wales, Richard Brunstrom, Ms Ryder said: “If we don’t change a bad law you have got to wonder what we are doing.”

The Chief Constable, controversial because of his hard- line views against speeders, wrote: “The UK Government legislated against police advice in a way that made illegal the display of national flags on number plates. The current situation is nonsense.

“It is the result, as is so often the case, of London-based civil servants and ministers taking silly decisions without understanding, or disregarding, Wales and the other UK nations.”

Deputy First Minister Ieuan Wyn Jones will now meet Transport Minister Jim Fitzpatrick. The outcome of their discussion will determine whether the Assembly Government seeks its own powers in this area. Rejecting the argument that police “turn a blind eye” to the flag’s display, Ms Ryder said: “The law should be the same for everybody, not at somebody's discretion. The change that I am proposing will achieve consistency and clarity in our law-making.”

Martyn Davies, founder of the Private Plate Company in Port Talbot, said the Welsh flag can be added to a new set of acrylic plates for £5.

Mr Davies sells around 100 such plates a year – a number hit by the credit crunch.

He said: “There’s still a market for it but it’s not as buoyant as it was.”

It became illegal to display national flags and motifs on vehicle number plates in 2001. Shortly afterwards, the Westminster Government said it intended to legislate to allow flags but has yet to do so.

People who have personalised their number plates are at risk of a fixed penalty fine of £30. If challenged in court, this can rise to £1,000.

An Assembly Government spokesman said: “Wales takes pride in its national flag, the Red Dragon, and we support the proposal to formalise the display of national flags on number plates.”
