OWNERS OF UNINSURED VEHICLES FACE CRACKDOWN - DVLA

Car owners without insurance face having their vehicles clamped, seized and crushed under new UK Government and DVLA plans – even if the vehicle is not being driven.

The Department for Transport has launched an attempt to make it illegal to own any vehicle without insurance by 2011, unless it is declared off the road through a Statutory Off Road Notice (SORN).

The UK has one of the worst records in Europe for uninsured drivers.

The new scheme, Continuous Insurance Enforcement, will see the DVLA’s vehicle register compared with the Motor Insurance Bureau’s database to weed out uninsured vehicles. Traditionally, drivers have been allowed to own an uninsured car as long as it is not driven on the roads.

The Department for Transport says the scheme will cost £100million to implement, but will rake in almost £600million in savings and fines.

Offenders will first be sent a warning letter, then a fixed £100 fine unless the case is taken to court, when a £1,000 maximum will apply. They also face the threat of having the car seized or clamped, even without a court order.

It is estimated there are around 2million people who drive uninsured in the UK every year, including 73,000 in Scotland. In 2008, the MIB paid out £400million to victims of uninsured or untraced drivers. If present rates continue, it predicts £700million in claims by 2014.

It also believes that uninsured drivers kill 160 people and injure a further 23,000 every year in the UK.

Simon Douglas, director of AA Insurance, said: “Britain has one of Europe’s worst records for uninsured drivers and they add around £30 to the cost of every honest driver’s insurance policy, amounting to around £400million a year. We welcome this move to curb this scourge of British motorists.

“The insurance industry is, I believe, well geared up to ensure insurance renewals are completed in good time so that customers are not landed with an automatic £100 penalty for failing to insure the vehicle.

“This is, of course, in addition to the penalty for driving without insurance which attracts a fine of up to £5,000 and six to eight penalty points. Police also have the power to confiscate and dispose of uninsured vehicles.”

However, he said a sympathetic approach needs to be taken where customers may be away from home or in hospital when their existing policy expires.

The Association of British Insurers called for the changes to be implemented as soon as possible.

Anyone who wishes to object to the plans has until April 16.
