UNION OFFICIALS SUSPENDED FOR THREE YEARS AT DVLA

A BITTER dispute between two union factions has led to two officials at one of the biggest workplaces in Wales being suspended from office for three years.

Martin Phillips and Lisa Roberts were removed as officials of the Public and Commercial Services Union (PCS) at the Driver and Vehicle Licensing Agency (DVLA) in Swansea after a disciplinary hearing which decided they had brought the union into disrepute.

More than half the PCS branch executive committee members have resigned in protest at the suspensions, which are being appealed.

Neither Mr Phillips nor Ms Roberts want to speak publicly at this stage, but Robert Clark, one of their supporters who has resigned from the branch executive committee, said: “There has been tension for quite some time, ever since left-wingers took control of the union at a UK level. Most of our members are not politically motivated in the way those running the union nationally are. The current leadership is inclined to argue in favour of strike action when most of our branch would prefer to negotiate.”

Mr Clark said he considered the reasons for suspending the two officials did not justify the severity of the action taken.

“As far as I am aware, the complaints were twofold. Martin Phillips prevented a union official from Scotland from distributing leaflets at the DVLA Morriston site. The request was passed to the Branch executive committee, which saw no need for a member from Scotland travelling down at members’ expense when, if leaflets were provided to the branch, we would distribute them. As Martin failed to arrange this, the complaint was upheld.

“The other complaint was that Martin Phillips and Lisa Roberts agreed with management the wording of a circular issued by management giving correct details of Department for Transport (DfT) pay rates during the pay talks in 2007. The circular was issued in response to a PCS leaflet comparing DVLA pay rates to DfT rates, but with an extra award added to the DfT rates. This complaint was made in June 2008, almost 12 months after the event.”

In parallel with the suspension of the two officials, the running of the branch has effectively been taken over by the PCS Wales office in Cardiff.

Mr Clark said: “With more than 3,000 members, our PCS branch is one of the largest in Wales. The two officials who have been suspended worked 100% of their time on union duties. They have now been forced to return to normal desk jobs in the DVLA.”

A PCS spokesman said: “There had been some personal and organisational problems within the DVLA Swansea branch of PCS, in relation to which two branch officers were suspended from office by our National Executive Committee for a period of three years.

“Following the suspensions, PCS full-time officials have worked closely with the remaining branch officers and committee members to ensure that all our members within DVLA Swansea receive a supportive and professional service from the union. After some initial upheaval, some very good progress is now being made in getting the branch back on track.

“Our general secretary, Mark Serwotka, will be visiting Swansea on November 9 to address the members.”
