Why do you have to pay a transfer fee if you are not transferring yet?
The transfer fee of £80 (DVLA fee) is incorporated into the total cost you pay for new car registrations (which are un-issued government stock) provided on a Certificate of Entitlement V750. The certificates are valid for 10 years initially and theres no option to pay the fee when assigning to the first vehicle, therefore the fee is payable upfront at the time of purchase. It is not possible to opt out of paying the £80 fee and paying it later.
